You've gotten some really great skincare advice from your Japanese friend. According to traditional Chinese medicine literature, pearl powder has been used for centuries as a health tonic to treat many inflammatory diseases, skin disorders such as eczema, boils, and acne as well as as a skin care cosmetic. It is said that Yang Guifei (one of the Four Great Beauties in ancient China and Cixi Taihou (last Empress Dowager of China) ate pearls for the purpose of beauty.
So, what does pearl powder do and how does it work as a natural skin whitener? Pearl
powders contain unique pearl protein called "Conchiolin", which gives pearls and
pearl shells their beautiful luminous radiance. The 20-
Pearl conchiolin also helps deep clean pore and remove dead skin cells on the surface layer of your skin. Therefore, your skin complexion becomes brighter, fairer and more youthful in appearance.
It is widely believed that the antioxidant properties of pearl powder help prevent skin pigmentation by slowing down melanin production. When your body produces too much melanin, skin becomes darker. Freckles, sun spots or age spots (liver spots) may also appear.
You'll see a beautiful change in your skin tone if you use pearl powder on a daily basis. Your skin will be fairer, visibly brighter, more dewy and naturally glow with irresistible radiance and youth.
You can find pearl powder (in tiny capsules) online through herb suppliers, in most Asian health shops and in the offices of Chinese medical practitioners. High quality pearl powder can be rather expensive, but buy the best quality you can afford.
Genuine pearl powder is not dangerous, but if you're concerned about the mercury content, you can try reputable brands of skincare products – face creams, lotions, soaps, facial masks – made with mother of pearl. I personally use Grisi Mother of Pearl Cream with Concha Nacar, a light weight day and night moisturizer that's great for dry/combination skin. I've heard that it's alright to mix some pearl powder with your current skincare products, or makeup – simply mix a pinch of pearl powder into your foundation powder and brush onto the face to create a natural shimmery glow. The foundation nourishes and whitens your complexion while you wear it throughout the day.
A friend of mine swears that adding pearl powder to her favorite body lotion and sunscreen gives her better sun protection. She also mentioned something about throwing pearl powder into warm bath to get rid of stress and rejuvenate herself.

Place ½ to 1 teaspoon pearl powder and 1 tablespoon manuka honey (to nourish and moisturize aging skin) in a small bowl, and mix well.
Gently apply pearl powder facial mask onto clean dry face, avoiding the delicate eye area.

Use homemade pearl powder face mask at least twice a week, if you want really quick skin whitening results. If you've sensitive skin, use it less frequently. Also, do not wear makeup immediately after using a pearl mask.
In place of honey, you can use olive oil or plain yogurt (to revitalize dry, dull skin), egg white or milk (to tighten and reduce large pores), almond powder (for extra powerful skin lightening effects), or just plain water (for normal skin)
To lighten and fade freckles, mix a bit of pearl powder with white vinegar and Vitamin E oil.
To reduce skin blemishes, control pimples and lighten acne scars, use 1 tablespoon green bean powder (mung bean powder), 1 tablespoon pearl powder, 1 tablespoon pearl barley powder and 1 egg. Mix all ingredients together in a bowl, and spread on your face. Wash off completely after 20 minutes.
